Core Partner Advocacy (CPA) Program

Core Partner Advocacy (CPA) Program Description: The CPA Program provided NGOs selected through an open, competitive process with institutional strengthening and advocacy skills-building, in order to implement effective public policy advocacy initiatives. The CPA Program enabled our partner NGOs to develop the skills, expertise, and credibility to advance public policy dialogue and strengthen operations according to international standards of transparency and accountability. 5 NGO partners were competitvely selected in 2002, and 5 more NGOs were selected in 2003. ORT/MAP is not accepting any further applications for the CPA component of the MAP.

Regional Advocacy Center (RAC) Program

Regional Advocacy Center (RAC) Program Description: The Regional Advocacy Center (RAC) Program targeted three NGOs selected through an open, competitive process to establish in-house Regional Advocacy Centers. RACs are dedicated to promoting more productive relationships between NGOs, government authorities, and the business sector at the regional level through provision of local infrastructure, space, information, and training opportunities for NGOs in their regions. In 2003, three NGOs were selected to be Regional Advocacy Centers, namely, Expeditio (Kotor), Natura (Kolasin), and Center for Regional Development (Ulcinj). ORT/MAP is no longer accepting further applications for the RAC Program. In 2005, ORT made its third and final round of subgrants to the two most effective Regional Advocacy Centers (RACs), established in Year II of the MAP. The two subgrants are used for the specific purpose of assisting the RACs to become more sustainable by introducing fee-based services and cost recovery mechanisms, while continuing to serve the development and resource needs of the NGO community outside of the capital city. Expeditio and Natura received subgrants specifically aimed at establishing the sustainability of their advocacy services through the introduction of cost recovery mechanisms.

Partnership Initiative Grants (PG) Program

Partnership Initiative Grants (PG) Program Description: The Partnership Grants program supports NGOs to form inter- or intra-sectoral networks, partnerships, or coalitions around common policy issues, and to collaborate with political decision-makers at the local and/or Republic level. The Partnership Grants Program supports NGOs who target initiatives in the following priority areas: building a network, partnership, or coalition covering a particular geographic area and establishing partnership and collaboration with local government(s), media, or businesses to address local NGO sector interests or a specific advocacy issue; building a network, partnership or coalition among organizations representing the same sector area (i.e. environmental protection, social services, etc.) and establishing partnership and collaboration with local and/or Republic level government agencies, media, or businesses to address a common policy interest or advocacy issue; building a network, partnership, or coalition among organizations representing the same target group (i.e. the handicapped, minorities, etc.), and establishing partnership and collaboration with local and/or Republic level government agencies, media or businesses to address a common policy interest or advocacy issue.

Civic Action Micro Grants (CAMG) Program

Civic Action Micro Grants (CAMG) Program Description: The Civic Action Micro-Grants Program supported NGOs to conduct community-based initiatives related to public advocacy issues. Successful NGOs are dedicated to enhancing public welfare and promoting participation of citizens in political decision-making processes as well as strengthening their role as valuable partners in larger policy initiatives. Civic Action Micro-Grants supported NGOs who target initiatives in the following priority areas: community assessment or mobilization (gathering community members, or constituency or broader community outreach around common issues), civic education (educating grass-roots community members and/or decision makers in citizen participation in policy making processes at local and/or republic level), policy research, analysis, formulation, or implementation, network-building or coalition-building to address a specific community interest or advocacy issue, establishing of partnerships between NGOs, or NGOs and local or republic level government agencies, media, and/or business to address a specific community interest or advocacy issue.

Civil Society Support Grants (CSSG) Program

Civil Society Support Grants (CSSG) Program Description: The CSSG Program supports 5 NGOs to conduct ongoing activities specific to the organization’s area of specialization and past experience. CSSG grants were designed to give support to more developed organizations whose activities are of strategic importance to USAID.

Watchdog Grants Program (WGP)

Watchdog Grants Program (WGP) Description: The Watchdog Grants Program I (WGP I) supported and built the capacity of 6 NGO coalitions to conduct effective watchdog activities, all focusing on more efficient enforcement of adopted legislation. Building the capacity of NGOs to perform as watchdogs on behalf of citizens is a central part of the ORT MAP strategy for civil society development. The program is aimed at bringing ORT MAP NGO partners from the advocacy stage to watchdog activities. 6 WGP I grant awards were made in March/April 2004. In February 2005, ORT launched the second phase of the Watchdog Program – the Watchdog Grants Program II (WGP II) – by issuing five further grants to existing watchdog partners for a second year of watchdog activities. ORT MAP’s current NGO watchdog partners are strong, established national-level NGOs with a proven history of effective advocacy work and who have already made the transition from advocacy to watchdog status, through ORT’s assistance in 2004. The purpose of the Watchdog Program is to build on the existing efforts by well developed NGOs to influence further rule of law at a national level.

Partnership for Policy Grants (PFP) Program

Partnership for Policy (PFP) Program Description: The PFP Program is designed to foster cross-sectoral advocacy initiatives that impact on public policy making. PFP grants are awarded to NGOs specialized in one of two stated fields of interest, namely economic & business development, and sustainable development. Grant activities were launched in July 2005 and will continue until October 2005.
